Water, Sewer & Storm Utilities

The Union Grove Water, Sewer and Storm Water Utilities are self-financing enterprises owned by the Village of Union Grove and regulated by the Public Service Commission of Wisconsin, the EPA and the Wisconsin Department of Natural Resources. Day-to-day operations of the utilities are carried out by four utility operators, managed by the Utility Supervisor with oversight from the Water, Wastewater, Storm Water and Streets Committee and Village Administrator.

Utility Topics

Utility bill payments are accepted using any of the following methods:

  • Pay online by debit/credit card or e-check.
  • Mail a check or money order to Village of Union Grove, 925 15th Ave., Union Grove, WI 53182.
  • In-person at the Union Grove Municipal Center, 925 15th Ave., with cash, check, or money order during office hours, Monday-Friday, 8 a.m. to 4:30 p.m. Note: We do not accept credit/debit card payments in-person.
  • Drop-box located near the entrance of the Union Grove Municipal Center (no cash).
  • Pay at Community State Bank (on or before due date only).

Utility billing periods are from the first day of each quarter to the last day of each quarter.  Bills are typically mailed out by January 10, April 10, July 10 and October 10. Payments are due by the 30th or 31st of the billing month.

Quarterly service charges are set by the Village of Union Grove (water rates are regulated by the Wisconsin Public Service Commission). A listing of the current utility rates is provided on the utility bill. Please note the utility cannot make rebates for water lost due to leaks on the customer’s premises.

Water utility customers who have had a “smart” meter installed in recent years now have the ability to monitor their home or business usage online (or by mobile app), with hourly readings, past usage graphics and other features. Monitoring enables customers to detect leaks from toilets, outside hose bibs, or appliance failures, as well as seasonal usage. If you are unsure if you have a smart meter, or do not have one yet and would like to have one installed (at no charge) please call the Village Offices to schedule a meter change-out. To start monitoring your usage, you will need your account number which can be found on your utility bill.
Eye-On-Water Setup Instructions:
  1. Go to: eyeonwater.com
  2. Click on Create Account link.
  3. Enter your service area zip code: 53182
  4. Enter your EOW account number, which is the same as your account number, which include the decimal point and range from 3 to 6 digits (0.00 or 00.00 or 000.00 or 0000.00).
  5. Enter your email address.
  6. Create and confirm a password.
  7. You will receive a confirmation email from BEACON. You must verify your email and address by clicking on the email link. Once you do, you can sign in using your email and password.
You can also download the Eye-On-Water app on your Android or iPhone by searching for “eye on water” in the app store. Follow the instructions to register on your phone. For questions, contact the Village Office at (262) 878-1818.

Property owners who need to fill a new swimming pool, or re-fill a swimming pool to replace a liner, may be eligible for a credit on sewer portion of their utility bill. Please contact the Village Office prior to the use of water to make arrangements and receive instructions for recording water usage. If arrangements are not made prior to the pool filling, we cannot accommodate a request for a credit. 

Note that a receipt will need to be submitted for proof of a liner replacement.

The sewer credit is not available for topping off or re-filling an existing pool due to other circumstances. 

An interest charge of 3% is added to any past due accounts. On October 15 of each year, customers with delinquent accounts are issued a notice of past due amount and intent to transfer to the property tax bill.

In accordance with the Village’s “cross connection control program” as mandated by the Wisconsin Department of Natural Resources, the Utility provides periodic inspections for “cross connections” of the water supply. The purpose of the inspection is to identify any connections or potential connections of contaminant sources with the water system in your home. Click here to review important cross-connection information for property owners.

Disposable wipes — used for changing diapers, personal hygiene, housecleaning, and more — cause major problems when flushed down toilets. Because they don’t break down the way toilet paper does, these wipes clog homeowner and municipal sewer pipes, put stress on community wastewater collection and treatment equipment, and cause municipalities to spend thousands on premature equipment repair and replacement. Wipes snag on any imperfection in sewer pipes, catch passing debris and grease, and create a “ball” that will grow to plug the pipe. They also get drawn into sewer-line and wastewater treatment plant pumps and clog and damage them. Municipalities must manually clear out pumps or remove clogs.

Although many brands of disposable wipes are labeled “flushable,” don’t flush them! The clogs and backups they cause may result in expensive plumbing bills for your home, or increased wastewater fees from the utility.

The U.S. Environmental Protection Agency (EPA) requires drinking water utilities to provide an annual Consumer Confidence Report to help consumers understand where their drinking water comes from so they can make informed decisions about their health and protection of the environment. The U.S. Environmental Protection Agency’s (EPA) Federal Lead and Copper Rule Revisions (LCRR) went into effect in 2021.

Under the LCRR, all public water systems (PWS) in Wisconsin must submit an initial Service Line Materials Inventory to the Department of Natural Resources (DNR).

In addition to submitting an initial Service Line Materials Inventory to the DNR, all public water systems must make their inventories publicly accessible.

We are happy to report that we have not identified any lead service lines in Union Grove. We currently have data on 81.7% of the service connections in town. If your property has an "unknown" designation, please contact the village so we can help you identify your service line material.
